Rules Committee recommends two supervisors for ABAG Executive Board

The San Francisco Board of Supervisors Rules Committee on July 29 recommended two supervisors to represent the city on the Association of Bay Area Governments (ABAG) Executive Board, forwarding committee reports to the full board.

Eileen Bogan of the Coalition for San Francisco Neighborhoods spoke in support of the appointments but urged supervisors to scrutinize ABAG’s changing role as regional housing legislation advances. “AB 1487 was originally a regional housing authority bill with financial capabilities,” Bogan said, warning the assembly of a shift toward a regional financing or taxing authority and urging careful review of ballot language and process.

Committee members moved to appoint Supervisor Marr (item 1) and to reappoint Supervisor Rafael Mandelman (item 2) to ABAG with positive recommendations and no objection; both items will be considered by the full Board of Supervisors at a later meeting as committee reports.

Public comment during both items raised broader housing policy concerns: one speaker criticized the city’s affordability calculations and AMI targeting, saying programs frequently exclude the lowest-income households and called for broader inclusion in eligibility formulas. Another commenter highlighted ABAG deliberations in Sacramento and urged the committee to treat any ad hoc deliberations as subject to public‑meeting rules.

The committee did not take a roll‑call vote at the meeting; both appointments were forwarded as committee reports to the full board. The items will appear on the board agenda as recommended committee reports.
