Chair Malia Cohen introduced a resolution proposing interim controls intended to require replacement space and conditional‑use authorization for conversions from production/distribution/repair (PDR) or distribution/repair uses to arts activities in parts of the Mission and SoMa.
Cohen said the initial intent was to seek a legislative solution rather than a ballot measure, but after prior hearings there appears to be "no desire to place controls for these areas" through legislation and the matter may be referred to the November ballot. She opened the item for public comment.
A public commenter who identified herself as an artist and organizer urged stronger protections than the proposed ballot measure, saying the measure "falls really short" and calling for incentives such as tax credits and a one‑for‑one replacement requirement for lost PDR space. The commenter cited the loss of long‑standing nonprofits and arts organizations.
Following public comment, Chair Cohen moved to continue the item to the call of the chair; the motion passed unanimously without objection. The committee record shows the item will be revisited later and that a ballot measure pathway is under consideration.
