John Funge, Central Subway program manager, asked the Budget and Finance Committee to authorize design contract CS-155-3 with the HNTB BNC joint venture for systems architectural and engineering services for design-package 3 (systems) at a not-to-exceed amount of $32,294,319 for up to 10 years with a two-year option. Funge described the contract scope to include systems design for trackways, signals, controls, traction power, communications and to complete conceptual and final design for a future operations control center at 1455 Market Street.
Funge said the SFMTA split the final design solicitation into three separate design packages after industry feedback to maximize competition and opportunities for small, local, minority- and women-owned businesses; design package 3 includes 19 small businesses and the solicitation carried a 30% small-business participation target. Committee members pressed staff for local-business participation data; Funge said program-wide local participation is in the roughly 20–25% range though specific contract-level breakdowns were not at hand in the hearing.
Budget analyst Mr. Rose summarized the department's procurement review: the HNTB BNC joint venture scored highest in the RFP evaluation, funding sources are detailed in department attachments, and a design-to-budget clause and included design fee were noted in the report. Mr. Rose recommended approval; supervisors posed questions about which C3 elements already have construction funding (some early elements do, but other components such as the Transbay operations control center and Lenox Way center require further funding identification). The committee opened public comment, received no substantive opposition, and forwarded the item to the full Board with the committee's recommendation.
