City administrator certifies 2010 employee charity federations; campaign raises over $1 million

Jill Lerner, representing the city administrator, told the Budget and Finance Committee that federations participating in the 2010 joint fundraising drive for city and county employees have been certified as compliant with the administrative code and are therefore eligible to solicit city employees. Lerner named the federations included in the campaign—Bay Area Black United Fund; Global Impact/Community Health Charities of California; United Way of the Bay Area; and EarthShare of California—and said city employee donations exceeded $1 million last year.
Lerner said the administrative code limits participation to federations—umbrella organizations that vet member charities—to ensure higher accountability; individual charities apply to participate under those federations. Committee members asked whether staff conducts outreach to add other organizations; Lerner responded that the administrative-code structure means no additional outreach is performed to add non-federation charities.
There was no substantive public opposition during the comment period. The committee took the item without objection and will forward its recommendation to the full Board of Supervisors.
