Supervisor Aaron Peskin told the committee he introduced interim zoning controls to address the steady loss of single-room-occupancy (SRO) hotel units and asked for an 18-month period requiring conditional-use authorization for any conversions under Administrative Code Chapter 41. Peskin said many residential hotels historically provided last-resort housing for artists, hospitality workers and low-income residents and that the city's SRO stock has been decimated.
A member of the public who identified herself with housing-policy work urged the committee to adopt the controls, describing the loss of secondary units and urging planning staff to think through mitigation. The committee accepted the interim controls and voted unanimously to send the resolution imposing the interim zoning controls to the full board with recommendation.
