He described a wastewater technology that could “shrink the size of a wastewater plant by two‑thirds,” and said he had engaged with residents during recent visits.
Supervisors praised Quan’s community engagement and subject‑matter experience. Public commenters representing Friends of the Urban Forest, nonprofit partners, and Treasure Island residents spoke in favor and described Quan as community‑oriented and experienced in regional projects.
After public comment the committee amended the item and approved forwarding the nomination to the full Board with a recommendation to confirm, passing the motion without objection.
