Chair Supervisor John Avalos proposed two off-site budget hearings to improve neighborhood access to the budget process: April 14, 2010 at Horace Mann Middle School (Mission District) and April 21, 2010 at the Hall of Flowers (Inner Sunset). He described neighborhood-targeted outreach, later meeting times to accommodate residents after work, and an estimated per-meeting cost of about $2,500 for SFGTV and staffing. Clerk Angela Calville identified approximately $6,000 available within the Clerk's portion of the budget to cover those costs.
Deputy City Attorney Cheryl Adams advised adding standard agenda language to clarify that if a quorum of the full Board attends an off-site meeting, the full Board shall convene; supervisors approved that language and the committee forwarded the motions with recommendation.
Next steps: The motions will be forwarded to the Board along with the recommended quorum language; staff will coordinate logistics with the Clerk's office and SFGTV.
