Committee Advances Ordinance to Require Locked Storage for All Firearms in Homes

Supervisor Farrell introduced an ordinance to amend the police code to require that all firearms kept within any residence be stored in a locked container or rendered inoperable with a trigger lock on California’s approved roster. The committee voted unanimously to forward the item as a positive committee report to the full Board of Supervisors.
Advocates and staff framed the measure as closing a gap in local law. Supervisor Farrell said San Francisco’s existing rules cover handguns but not long guns and argued the change would reduce accidental shootings and thefts. Allison Anderman, an attorney at the Law Center to Prevent Gun Violence, urged the committee to expand safe-storage requirements citywide, citing national studies about child access to firearms and DOJ figures on guns stolen during residential burglaries.
Deputy City Attorney John Givner noted a clerical omission in the draft (the word “handgun” was accidentally deleted on page 3, line 6) and said staff would submit a corrected clean version if the committee approved the item. No substantive amendment was proposed in committee. After public comment, Supervisor Scott Wiener moved to forward the ordinance with a positive recommendation; the motion passed without objection.
The committee did not take a final vote on the ordinance in committee; the item will be listed on the Board of Supervisors agenda for formal consideration on 05/24/2016. The corrected ordinance text and any technical edits will be available in the board file prior to that hearing.
