Assistant Clerk John Carroll explained the proposed amendment would permit an additional 24‑hour extension in defined cases — when there is not a regularly scheduled board meeting that week, when a city/state/federal holiday occurs that week, or when the board’s inaugural meeting falls during the deadline window — to accommodate newly sworn members or special scheduling constraints.
The committee moved the ordinance forward with a positive recommendation.
