The Rules Committee on March 18 amended and forwarded an ordinance that would require implicit bias training for department heads and members of city boards and commissions and direct the Department of Human Resources (DHR) to provide the training.
A representative from Supervisor Stephanie's office, Donnelly Landelt, presented amendments worked out with the City Attorney and DHR to make the requirement more operational for department heads: in‑person, all‑day training to be completed within 60 days of taking office. Commissioners would continue to satisfy the requirement via online training. Committee members also agreed to change the original compliance deadline from June 30 to Dec. 31, 2019 to give DHR time to implement the program.
The committee adopted the amendment without objection and moved the amended ordinance to the full Board with a positive recommendation.
The ordinance as discussed requires DHR to provide the training and differentiates delivery expectations for department heads and commissioners.
