Rules Committee forwards plan to reestablish joint city–school–college select committee

The Rules Committee on March 18 approved forwarding amendments to the Board rules that would reestablish a joint select committee including representatives from the City and County of San Francisco, the San Francisco Unified School District and City College.
President Norman Yee told the committee the change is intended to "clean up some of the language" governing committee referrals and to establish a formal vehicle for interagency communication. He said the joint committee would have two representatives from each entity and alternates to reduce quorum problems and allow regular meetings.
Supervisor Shamann Walton said he was "disheartened by the dissolution" of a prior joint committee and praised the move to reestablish the panel, noting overlapping issues such as housing affordability, homelessness and transportation. Supervisor Mar raised dual‑enrollment expansion at City College as an example of cross‑agency priorities that could benefit from the committee.
With no public speakers on the item, Supervisor Marr moved to forward items 1 and 2 to the full Board with a positive recommendation; the motion passed without objection. The committee record shows the changes include striking rule 3.29 and adding rule 3.31 to create the joint committee, and clarifying amendments to rules 3.26 and 3.3.
The committee forwarded the package as a recommendation to the Board for consideration on the April 2 agenda.
