Rules Committee recommends four appointments to Shelter Monitoring Committee, leaves one seat open

The Rules Committee on Jan. 28 recommended four applicants to the full Board of Supervisors for the Shelter Monitoring Committee — Gabriela Avalos (seat 3), Diana Almanza (seat 4), Vixen Yvonne (seat 5) and Tracy Watson (seat 6) — and deferred action on seat 2 after an applicant was absent.
The San Francisco Board of Supervisors Rules Committee recommended four candidates to the full Board for seats on the Shelter Monitoring Committee and left one seat open after an applicant failed to appear.
Supervisor Hillary Ronan, chair of the Rules Committee, opened the appointment hearing on Jan. 28 and had Howard Chen, a policy analyst with the Shelter Monitoring Committee, read a letter from Gabriela Avalos, who said she currently works for Lutheran Social Services as a lead caseworker for a direct-access-to-housing program and would be honored to serve on the monitoring committee. Chen told the committee Avalos could not attend in person.
Diana Almanza spoke in person about her work as program director for Stepping Stone Mission Creek Adult Day Health Center and prior leadership at a crisis and domestic violence center, saying she had worked directly with people who have experienced homelessness and would welcome appointment. Vixen Yvonne described her own experience of homelessness, a political science background and a desire to bring an impartial voice to improve shelter conditions. Tracy Watson spoke for reappointment to seat 6, citing roughly 10 years of service on homelessness-related committees and experience working inside shelters.
Howard Chen reported that applicant Eunice Feathers did not attend and had not communicated with staff prior to the hearing; Ronan noted Feathers would require a residency waiver if considered. The committee also noted there were six applicants for five seats.
The committee took motions and recommended the following to the full Board: Gabriela Avalos for seat 3; Diana Almanza for seat 4; Vixen Yvonne for seat 5; and Tracy Watson for seat 6. The committee left seat 2 (for which Ron Summers was an applicant) open and agreed to schedule it at a future Rules Committee meeting because Summers did not attend and staff had no prior notification.
Clerk Victor Young said the recommended appointments will be forwarded to the full Board on its Feb. 6 meeting agenda. No public commenters spoke on the item.
Next steps: these recommendations advance to the full Board of Supervisors for confirmation on the dates announced by the clerk.
