Committee continues debate over hotel-conversion definition changing tenancy threshold

The Rules Committee on Feb. 4 continued proposed changes to the city's hotel-conversion ordinance that would revise the definition of "tourist or transient use" by changing the tenancy threshold from less than 32 days to less than 30 days.
Supervisor Shimon Walton moved to continue the item to the call of the chair to allow Planning staff additional time to revise their memo. During public comment, Andrew Zacks representing the SRO Hotel Coalition urged the committee to work collaboratively with property owners and warned that a change from a seven-day standard (noted as the current practice in the coalition's submission) to a 30-day rule could impose substantial hardship. Tony Robles of Senior and Disability Action said the change could help address illegal conversions that reduce available SRO housing and disproportionately affect seniors and people with disabilities.
The committee passed the continuance "without objection," leaving the item open for further negotiation between planning staff, property owners and tenant/advocacy groups. No final policy decision was made at the Rules Committee; the item will return for future consideration.
