Committee advances library appropriations but places Bayview funds on controller reserve pending bids

The Budget & Finance Committee heard a request from library staff to appropriate $1,743,767 from the Library Capital Improvements Fund for two branch projects: $59,800 derived from accrued rent on the Visitation Valley property to complete that project, and $1,600,000 in accrued bond-interest to cover part of the shortfall for the Bayview Branch project.
Library representative Mr. Herrera said the Visitation Valley project is already under construction and the Bayview request "represents the bulk of the money" for a project estimated at about $11,800,000. He told the committee the $1.6 million is needed "to make that project whole." The budget analyst urged fiscal oversight because construction bids had not yet been received and recommended continuing the $1.6 million request to await bids and finalize total project revenues.
The committee noted the Branch Library Improvement Program (BLIP) has a program reserve (identified in the report at $5,709,790) and discussed using reserves versus releasing funds. Supervisor Mercarini and others pressed for a controller's office reserve to be placed on the Bayview allocation so that funds would be released only after bids and a summary comparison of the total appropriation and needed construction funds were provided. The committee agreed to send the item forward with a controller's office reserve on the $1,600,000 Bayview request and requested a report back from the library on BLIP program reserve use and project funding.
Public comment included neighborhood support for the Bayview branch. The motion to forward the item with the controller's reserve passed without objection and the matter will proceed to the full board with that recommendation.
