San Francisco's Budget & Finance Committee moved forward a controlled release of Recreation & Park bond funds on Jan. 13, approving $4,080,000 for restroom replacement and trail reconstruction projects and placing the board reserve for the $14,200,000 Chinese Recreation Center project on a controller—s reserve until construction bids are returned.
Rec & Park capital manager Rhoda Parms described the department—s request as part of a phased bond program (Clean and Safe Neighborhood Park bonds) and said the department reduced its second bond sale request because several projects are not yet far enough along. "Release of reserve is simply... we had asked initially for the Chinese rec center and for the trails," Parms said, describing contingency and community opportunity fund requests.
Project managers outlined scope and timing. Marvin Yee said the restroom program will benefit about 19–22 freestanding sites; projects were grouped to achieve design and bidding efficiencies. Megan Tiernan, trails project manager, said the trails program is divided into phases; McLaren Park is in a later phase with planning to begin in the second bond sale and construction funded by a third sale. The Chinese Recreation Center bid package was expected to go out in February with an anticipated construction contract award following the bid process.
The controller recommended placing the Chinese Recreation Center funds on controller reserve until bids are received but supported immediate release of $4,080,000 for restroom and trail projects that can proceed. Supervisor Carmen Chu moved to release $4,080,000 for restrooms and trails and to release the $14.2 million board reserve with the controller's office retaining a reserve pending final bid results; the committee approved that approach.
Members also raised operational questions about restroom hours, maintenance and vandalism prevention. Rec & Park managers said they are working to standardize operating hours, consider automated remote-opening mechanisms and specify durable materials and anti-graffiti coatings in renovation designs. The department said capital positions are bond-funded and do not hit the general fund; operations hires would be addressed separately.
