Committee approves UASI and catastrophic preparedness grants; San Francisco to receive regional allocations

The budget committee approved sending forward two homeland-security grant items Dec. 8: a $32.5 million Urban Area Security Initiative (UASI) award and a $4.82 million Regional Catastrophic Preparedness Grant Program award, both provided through the California Emergency Management Agency.
Theresa Serrada of the Department of Emergency Management said San Francisco serves as the fiscal agent and primary grantee for the Bay Area UASI site and will enter memoranda of understanding with participating jurisdictions. The department told the committee San Francisco’s FY2009 allocation is expected to be about $5.1 million, with core cities allocated $2 million each for broadband pilot projects and other planning activities. Departments receiving grant-funded positions must include sustainability clauses reflecting that positions are contingent on ongoing grant funding.
Supervisors asked whether positions would remain grant-funded and were told that if federal funding ends, the positions would cease or be reassessed through departmental sustainability plans. The committee approved both grant items and forwarded them with recommendation.
