Committee continues two street‑vacation items and refers unit‑removal ordinance to Planning Commission

The committee considered several procedural items early in the agenda. Clerk read Items 1 and 2, which would vacate James Alley as part of improvements for the Chinese Hospital and authorize a quitclaim and easement reservations pursuant to a purchase-and-sale agreement. Supervisor Aaron Peskin moved to continue Items 1 and 2; the committee set a continued hearing for March 7, 2016.
Item 5 (an ordinance amending the planning and building codes to require conditional-use authorization for removal of residential units and to clarify remedies for unauthorized units) drew discussion among supervisors about whether mandatory discretionary review or conditional use was the better tool. Deputy City Attorney John Gibner advised that the committee could continue the item to the chair and refer proposed amendments to the Planning Commission for input; Supervisor Wiener moved to continue to the call of the chair and re-refer to the Planning Commission. The motion passed unanimously.
