Committee forwards Free City College charter amendment to full board without recommendation

The Rules Committee discussed and forwarded to the full Board of Supervisors a charter amendment to establish a Free City College fund. Chair Supervisor Asha Safae and other sponsors described the proposed baseline funding and an oversight approach; they said the measure is linked to property transfer tax revenues (discussed in connection with Prop W) and that controller and budget questions remain.

Speakers from labor, education and community groups strongly supported continuing and expanding free tuition at City College. Several commenters urged a longer funding horizon and clearer oversight; the committee agreed to forward the charter amendment as a committee report without recommendation to allow amendments and additional hearings at the full board before final action.

Committee members said the controller would review baseline projections and that the board and mayor would have options to adjust funding after an initial period. Sponsors noted the proposed set-aside in early analysis was roughly $15,000,000 per year as an initial estimate and that the charter language and oversight details would be further refined at the full board.
