Ian Fragosi, legislative aide, described the council’s role coordinating local efforts for adults exiting San Francisco County Jail, juvenile justice placements, state Department of Corrections, and federal facilities, and noted that the council brings together law enforcement, city departments, community advocates and formerly incarcerated people.
Supporters including the Youth Commission (Calvin Quick) testified the council provides essential insight into services needed for successful community reintegration and praised the continued inclusion of a transitional‑aged‑youth seat. Reentry Planner Jafria (Joffreya) Morris outlined the council’s 10‑year history, five filled formerly incarcerated seats and two subcommittees (direct services and policy). After public comment, the committee moved to send the ordinance to the full Board with a positive recommendation and the motion carried without objection.
