Rules Committee recommends two Eastern Neighborhoods CAC appointments

The San Francisco Board of Supervisors Rules Committee on Oct. 17 recommended that the full Board appoint two community members to the Eastern Neighborhoods Citizens Advisory Committees.
Kevin Ortiz, a Mission District native who described himself as active in anti-displacement campaigns including the 2015 "I Heart the Mission" moratorium effort, testified about his experience negotiating community benefits with developers and cited work that, he said, helped secure large community-benefit packages. Heather Phillips said she has 15 years’ experience working with young people and families in SoMa and was nominated by Supervisor Kim’s office to represent neighborhood residents.
A string of public speakers endorsed both candidates. United Players’ Misha Olivas and several neighborhood advocates highlighted Phillips’s neighborhood experience; housing advocates including Bridget Davila, Brandon Hirami and others praised Ortiz’s housing advocacy and technical knowledge. No speakers opposed the appointments.
Supervisor Norman Yee moved to appoint Ortiz to seat 5 and Phillips to seat 10 and to send both nominations with a positive recommendation to the full Board; the committee approved the motion without objection.
The committee’s recommendation now goes to the Board of Supervisors for final confirmation.
