Clerk Angela Calvillo and Nelka Julio summarized the competitive RFP for budget and legislative analyst services. Two proposals were received: Harvey M. Rose Associates in joint venture with Deborah A. Newman, Louie & Wong LLP; and Management Partners, Inc. The seven-member evaluation panel reviewed written proposals and oral interviews; after HRC confirmed a 5% joint-venture bonus, the panel’s combined score favored the Harvey Rose joint venture (total combined points 88.2).
Calvillo explained that the RFP expands the scope to include legislative analyst work previously done in-house; she said negotiations will determine the final scope and contract price. Management Partners informed staff it would not appeal the panel’s decision.
During public comment, Local 21 (represented by Rachel Richmond) opposed the selection because the contract scope would eliminate two in-house legislative analyst positions. The committee unanimously asked the clerk to prepare a motion for the full Board directing the clerk to enter negotiations with the preferred proposer and return negotiated terms for Board consideration. The clerk said she would prepare the motion promptly.
