Committee backs HUD Continuum of Care application; hears several smaller contracts including FBI lease and emergency sewer repairs

The committee reviewed Item 5, a resolution approving the City & County of San Francisco's 2009 HUD Continuum of Care grant application. Daryl Higashi (Human Services Agency) and Laura Guzman (co-chair, Local Homeless Coordinating Board) told the committee the application totaled roughly $18.6—18.8 million, includes 49 renewal projects and one new permanent housing project for disabled adults or families, and reflected extensive preparation by local nonprofits under a compressed HUD NOFA timetable (45 days to submit). Service providers represented by the McKinney Contractors Association spoke in support.
Separately, the committee considered Item 6, a five-year lease with the Federal Bureau of Investigation (FBI) for 2,396 square feet in SFO's international terminal; Kathy Weidner of the Airport reported $362,000 in annual rent and $600,000 in tenant improvements with the FBI expanding its regional presence. The budget analyst noted the lease is statutorily permitted to be awarded without a competitive process since the lessee is a government agency.
The committee also approved two emergency public-works contracts under administrative code section 6.6 to replace collapsed sewers: Item 8 (California Street sewer replacement, contract amount up to approximately $449,000) and Item 9 (sewer repairs on Lexington and San Carlos Streets, up to about $356,000). PUC staff described immediate safety and public-health reasons for expedited action, and the budget analyst supported approval (with a minor amendment aligning the resolution amount to the actual contract figure).
The committee forwarded the Continuum of Care resolution to the full Board with recommendation and forwarded the FBI lease and emergency sewer repairs with recommendation.
