Committee advances $69M in SFMTA vehicle rehabs funded partly by ARRA

The Budget & Finance Committee considered two resolutions from the San Francisco Municipal Transportation Agency to rehabilitate transit vehicles using a portion of the city's ARRA award.
Judson True of the SFMTA described a not-to-exceed $56,752,554 contract for doors, steps reconditioning and systems overhaul for Breda light rail vehicles (LRVs) covering approximately 143 LRVs, and a separate $12,598,315 coach component life-cycle rehabilitation contract for 52 buses. True said these midlife rehabs are intended to extend vehicle useful life and that both projects were part of SFMTA's $67 million ARRA allocation.
The budget analyst noted stimulus funds would cover about $15 million of the LRV work and that, although the authority conducted an RFP process, only one firm submitted proposals in each case; the analyst recommended approval despite single-bid outcomes. True and staff said they engaged multiple potential bidders during the process and reduced bonding requirements to encourage competition, but market conditions and contractor workloads limited responses.
No public comment was offered on the items. The committee voted to forward Items 3 and 4 to the full Board with recommendation.
