Committee forwards permit for driveway bridge at 711 Peru Avenue to full Board

The Land Use and Transportation Committee voted without objection to forward a resolution that would permit an encroachment at 711 Peru Avenue to the full Board of Supervisors. Public Works told the committee the applicant sought a major-encroachment permit to construct and maintain a bridge-style driveway and foundation to span an existing ditch and provide street access to a new garage and building.

Rahul Shaw of the Department of Public Works said the application (permit 14-MED-0016) follows a prior 2004 board resolution that included a construction deadline that was not met. Public Works said it obtained reviews from Planning, the San Francisco Municipal Transportation Agency and the structural division, and held a required public hearing before the director issued a decision to move to final permitting.

Shaw told supervisors a survey of the site was submitted on Aug. 28 and after review the plans were sufficient to move forward. Committee members asked whether public comments opposing the project related to the encroachment or to separate building-use issues; Shaw said most objections addressed construction and interior floor plans (for example, an alleged unauthorized below-grade room) that fall under the building department's jurisdiction, not Public Works.

With no public commenters on the street-encroachment question, Supervisor Mark Farrell moved to forward the item to the full Board with a positive recommendation; the motion carried without objection.

Next steps: the item will appear on the Board of Supervisors agenda and return for a final decision there.
