Supervisors approve committee report to allow temporary closure of Minute Alley for 111 Minute Gallery event

The Land Use and Transportation Committee voted without objection to forward a resolution authorizing a temporary sidewalk and alley closure for an event at 111 Minute Gallery on Jan. 11, 2016, from 5 p.m. to 10 p.m.
Sponsor Supervisor Jane Kim said the closure is narrowly tailored to let the gallery use its type 77 liquor license to serve beverages outside while complying with state Alcoholic Beverage Control rules and San Francisco Fire Department safety requirements. "This permit is issued by SFMTA," Kim said, describing efforts to balance public right-of-way with the applicant’s needs.
Event representative Miss Delaney said the gallery has hosted the event for 22 years and that the event grew from about 300 to roughly 1,200 attendees. She told the committee the gallery and its partner (Johnson & Johnson Innovation JLABS) have tried temporary hedging and other fixes but were constrained by fire department concerns about tenting the alley.
SFPD Lieutenant Dave Falzon noted limits in state law tied to the liquor license: such premise expansions are limited to four events per calendar year. SFMTA’s Merrill Klein said the agency approved the street closure and asked the gallery to seek sidewalk closure through the Board process; he told the committee permit fees and staffing are handled on a full cost-recovery basis under city administrative code (including police and fire inspection costs).
A member of the public asked whether the city would bear the closure cost; Klein responded the applicant has paid application and staffing fees and will cover full cost recovery for police and fire inspectors. With no further public comment, the committee moved the item as a committee report and the motion passed without objection.
The item will now appear on the Board of Supervisors agenda for final action.
