Committee backs ordinance to prioritize city processing of 100% affordable housing projects

The Rules Committee voted July 25 to send to the full Board an ordinance directing specified city departments to prioritize processing of projects that are 100% affordable housing, require each department to identify a responsible staff person, and require quarterly status reports through the Mayor’s Office of Community Development (MOCD).
The ordinance responds to concerns that affordable projects become delayed when they compete with a broader pipeline of development. The sponsor’s staff summarized prior executive directives and said the new measure would restore explicit priority for fully affordable projects, add a clear point of contact inside key departments and provide quarterly updates so the Board can monitor bottlenecks.
Supervisors and staff discussed reporting burden and format; a supervisor suggested the first report date be adjusted because the original July 15 start date had already passed. The committee accepted technical amendments (including changing the initial reporting date to December 15 and clarifications to department wording) and moved the ordinance to the full Board with a positive recommendation.
What’s next: The ordinance returns to the Board for a vote and, if approved, departments named in the administrative code will need to designate staff leads and submit periodic reports through MOCD.
