Rules Committee backs appointment of Lt. Dave Falzon to Entertainment Commission

The Rules Committee on Sept. 19 forwarded Lieutenant Dave Falzon’s nomination to the full Board with a positive recommendation for a term ending July 1, 2022.
Falzon, a 26‑year San Francisco Police Department lieutenant and District 3 resident, described longstanding involvement with nightlife, ABC licensing and the Entertainment Commission’s formation. He said his experience helps bridge operators and safety concerns: “All too often, individuals get very alarmed when they see a posting ... but through good communication and bringing stakeholders together ... we were able to find that middle ground,” he said.
Public testimony was mixed. Brad Edwards urged caution about placing a law‑enforcement officer on a license‑related board because of potential real or perceived conflicts with nightlife businesses. Several supporters — including public‑health and nightlife stakeholders such as Dr. Tomas Aragon and Benjamin Bridal — praised Falzon’s fairness and community approach. Terrence Allen and other endorsers highlighted Falzon’s work on past transitions, including cannabis and late‑night entertainment issues.
Committee members questioned Falzon about illegal after‑hours operations and the commission’s role in coordinating enforcement; Falzon recommended focusing on property owners and multiagency approaches involving police, ABC and the city attorney. Supervisor Catherine Stefani moved to approve the mayor’s appointment and to strike prefilled “rejecting” language; the motion passed without objection.
Falzon will be considered by the full Board at its next meeting.
