Committee approves $13.3 million Healthy San Francisco provider contract with San Francisco Health Plan

The Budget and Finance Committee approved a retroactive contract amendment with the San Francisco Health Plan to provide provider payment services for the Healthy San Francisco program for the period 07/01/2009 through 06/30/2010. DPH said the contract amount would increase to $13,306,000 from approximately $6.0 million to account for projected participant growth and expanded use of non-Department of Public Health providers.
DPH presenter (Ms. Brigham) told supervisors the program has built a broad provider network that includes clinic consortiums, Chinese Community Healthcare Association, Kaiser Permanente Health Plan and other community providers; she estimated last year about 16,000 participants selected non-DPH providers and that the department expects over 25,000 participants to choose non-DPH providers in the coming fiscal year.
DPH described an evaluation strategy that includes a formal two-year evaluation by Mathematica Policy Research, a participant satisfaction survey conducted by the Kaiser Family Foundation, and an application-based access questionnaire to track changes over time. The department told the committee it will issue formative reports during the evaluation period so the program can be adjusted as findings emerge.
Public comment included a critical speaker (Jason Grant Garza) who alleged longstanding public-health accountability issues and referred to a prior settlement; committee members acknowledged the comment but proceeded to approve the resolution and forward it to the full board with recommendation.
