Rules committee moves several administrative and procedural items, including treasury oversight changes and campaign‑language rule

In addition to the major items above, the Rules Committee handled several administrative items on April 25:
- Treasury Oversight Committee (Item 7): The treasurer’s office proposed — and the committee approved as amended — changes to the composition of the Treasury Oversight Committee, expanding it from five to seven members to add an additional public member and a representative from participating city agencies. The committee accepted technical amendments to conform to board rules and sent the ordinance to the full board with a positive recommendation.
- Paid release time for regional disaster victims (Item 8): The Department of Human Resources proposed an ordinance granting up to 80 hours of paid release time for city employees directly and significantly harmed when the mayor declares a regional disaster (prompted by the North Bay fires). The committee approved and sent the ordinance to the full board with a positive recommendation.
- Reentry Council eligibility (Item 9): The adult probation department requested raising the allowable age for one formerly incarcerated seat from 18–24 to up to 35 to ease recruitment while retaining a priority for younger applicants; the committee forwarded the change with a positive recommendation.
- Appointments (Items 10–11): The committee approved a Parks & Recreation appointment (Giselle Rayner) and reappointed two members of the Children & Families First Commission (Eliva Gibson and Zia Malawa), forwarding those items with positive recommendations.
- Rules amendment on political activity (Item 13): The Clerk proposed a written rule clarifying that public comment must not include explicit campaign language or visible electioneering (e.g., 'vote for', placards or campaign buttons) except when an agenda item introduced by a supervisor specifically addresses a qualified ballot measure. The rule grants the presiding chair or clerk the authority to give a speaker a chance to redirect remarks and to end a speaker’s time if they persist. The committee adopted technical amendments and forwarded the rule with a positive recommendation.
All items were forwarded to the full Board of Supervisors or the appropriate committee as noted.
