Chair Supervisor Malia Cohen said the change responds to a city attorney request to resolve conflicting language; Supervisor Kim made the motion and Supervisor Scott Wiener seconded. The committee also moved to rescind the certification of the Final Environmental Impact Report for the 8 Washington Street Seawall project after a trial court found the EIR deficient on traffic analysis. Kristen Jensen of the City Attorney's Office told the committee the judge upheld most of the EIR but ordered the court to rescind it in the aspect related to traffic; the motion rescinds the EIR and any approvals that relied on it so that, if the project sponsor returns with a new proposal, the Planning Department can determine appropriate further environmental review.
A resolution endorsing a nonbinding term sheet with the Regents of the University of California for a new UCSF research facility at San Francisco General Hospital also advanced. City real-estate director John Updike described an initial base ground-lease rent of $180,000 per year over a 75-year term for a roughly 175,000-square-foot, five-story research building that would house about 800 employees; the resolution does not bind the city to a final ground lease or CEQA findings. UCSF and Department of Public Health speakers emphasized the project's role in sustaining SFGH's trauma-center designation and research capacity.
Finally, the committee approved a deposit-and-reimbursement agreement enabling Treasure Island Community Development LLC to advance an initial $100,000 to cover city expenses related to forming infrastructure-financing and community-facilities districts for Treasure Island development.
