Rules Committee extends Family Violence Council, adds seats for medical examiner and homeless services

The Rules Committee on April 11 advanced an ordinance to amend the administrative code to change the Family Violence Council's composition and extend its sunset date to May 1, 2021.
Jessica Ho, legislative aide to Supervisor Katie Tang, outlined the council's role in advising city policy on child abuse, domestic violence and elder abuse and said the ordinance would add seats for the medical examiner and the director of the Department of Homelessness and Supportive Housing. Minooosh Kandel, women's policy director for the Department on the Status of Women, described new protocols and a recent increase in cross-agency coordination that has improved victim-centered responses.
Emily Marasay of the Department on the Status of Women told the committee the council's recent report aggregates data from 41 agencies and reflects "42,447 calls for help," underscoring the scope of the issue. Supervisors and speakers emphasized the value of continuing the council to sustain interagency work on domestic violence, child abuse and elder abuse.
Supervisor Yee asked to add a representative perspective for very young children and moved to amend the council composition to include the First 5 Commission; the committee accepted that amendment. The ordinance was moved forward as amended to the full Board with a positive recommendation.
Next steps: The amended ordinance will be on the Board of Supervisors' April 17 agenda.
