Subcommittee forwards multiple budget and contract items to full Board, releases environmental justice funds
Summary

• Item 4 — The committee approved release of $793,264 in reserve funds for the Department of the Environment's Environmental Justice Program, which supports community grants, solar installations, jobs and garden projects in Southeast San Francisco. Program staff reported roughly 400 jobs and about 70 solar systems supported during the grant period.
• Items 5 and 6 — The committee recommended approval of three Department of Public Health contracts for community behavioral health and related services (Item 5) and a revenue‑backed supplemental appropriation of $14,152,000 to cover projected cost overruns at San Francisco General and Laguna Honda Hospitals (Item 6). The budget analyst noted two contracts required a technical amendment to reflect five‑year terms. DPH explained overtime, nursing hour allocations, pharmacy costs and unanticipated payout/settlement items contributed to the overruns.
• Items 7–10 — The Treasure Island Development Authority presented a package of actions: a one‑year extension of the cooperative agreement with the U.S. Navy; an MOU with the SF Public Utilities Commission to amortize approximately $2.1 million in unpaid utility charges over ten years; an amendment to a transportation MOA to expedite ramp design connecting Yerba Buena Island to the new Bay Bridge east span; and a one‑year extension to continue environmental consulting for Navy cleanup oversight. The committee recommended forwarding all four items to the full Board.
Votes and procedural notes: most items were forwarded without recorded roll‑call votes. The ordinance authorizing the $52 housing inspection fee (Item 2) was forwarded by roll call: Supervisors Avalos and Mercarimi voted Aye; Supervisor Chiu voted No. The committee also rescinded and corrected a clerical error in the Item 6 appropriation language at the controller's request prior to finalizing the vote.
All forwarded items will be scheduled for consideration by the full Board of Supervisors.
