The Budget & Finance Committee on June 17 amended the outreach advertising resolution and forwarded both resolutions designating official and outreach newspapers to the full Board of Supervisors.
Angela Calvillo, Clerk of the Board, explained the difference between type 1 (multi-day) and type 2 (single-day) official advertising and described current outreach advertising practice, which has been reduced from weekly to twice monthly in some periodicals due to funding constraints.
During public comment, small publishers and community papers — including Ace Washington representing the San Francisco Post and Paul Hogarth of beyondcron.org — requested consideration for online outreach and argued for inclusion. Alex Clemens urged use of sfgov.org and in‑house posting as a cost-saving option.
Supervisor Carmen Chu moved to remove three named publications (Beyond Kron, Fog City Journal, and Bay Guardian) from the outreach list. The roll call recorded Supervisor Chu and Supervisor Avalos voting aye and Supervisor Mercurini voting no; the amendment passed (2–1). The committee then voted to forward Item 3 (official advertising designation) and Item 4 (outreach newspapers as amended) to the full board with recommendation.
Clerk Calvillo provided figures for historic outreach expenditures by title and warned that elimination of the 10% flow from official advertising (under a pending charter amendment) would materially reduce outreach advertising capacity and could change long-term outreach practice. The committee directed staff to continue coordinating with departments and impacted publications as the matter moves to the full board.
