Rules Committee advances four appointments to the Commission of Animal Control and Welfare

The Rules Committee voted to forward four recommended appointments for the Commission of Animal Control and Welfare after hearing statements from candidates who stressed animal‑welfare advocacy, data transparency and public education.

Rachel Frederick said she has spent recent time networking animals in high‑intake shelters and advocated for better shelter data publication, systematic tracking of rescues and stronger coordination with police and animal control to prevent repeat cruelty cases. Russell Chanofsky, an incumbent and former commission vice‑chair, described prior commission actions that were adopted unanimously and noted his work introducing guardian language into San Francisco rules. Jane Tobin and Rachel Reese highlighted decades of volunteer experience with shelters and community engagement, and said the commission should boost public outreach on issues ranging from licensing to wildlife coexistence.

Candidates answered committee questions about practical solutions to improve dog licensing rates — including using veterinarians and vaccination clinics to facilitate registration — and about living with coyotes and nuisance barking. Several commissioners and the sitting commission chair reminded the public that the commission is advisory and does not enforce laws; they described referral pathways to Animal Care & Control and the police for enforcement.

The committee moved the recommended slate to the full Board with a positive recommendation.
