Supervisors release $135,225 for Fillmore Muni substation RFQ, hold remainder of marketing funds

The Budget and Finance Committee on June 17 approved release of $135,225 from redevelopment reserves to launch an RFQ and predevelopment planning for the Fillmore Muni Substation, while pausing a larger marketing package for the neighborhood.
Supervisor John Avalos, who chaired the meeting, said the money is needed to get a community vetting process started for reuse of the historic Fillmore substation. Jack Sylvan of the Office of Economic and Workforce Development (OEWD) told the committee the funds were placed on reserve after the Board amended the redevelopment budget in March and that OEWD had prepared plans for both marketing and the substation and was ready to begin an RFQ process.
Amy Cohen, OEWD director of neighborhood business development, told the committee that the $535,225 in question splits into $135,225 for the substation and $400,000 for marketing and economic development activities. She also said redevelopment staff had indicated a possible additional $675,000 transfer that was not yet in hand and therefore not available to commit.
Supervisor McRaeamy (as recorded in the meeting) moved to advance the $135,225 for the substation and to authorize a $15,000 reimbursement for OEWD’s prior outlays, while placing the rest of the package on reserve for roughly four weeks pending clarification from the redevelopment agency. The committee approved the motion and directed OEWD to begin the RFQ process for the substation work.
Public comment during the item urged a broader community process and cautioned against hasty spending. Randall Evans of the San Francisco African American Unfinished Agenda Corporation asked the board to delay action and convene town meetings to address long-standing redevelopment impacts in the Fillmore.
The committee’s action allows OEWD to begin predevelopment work on the Muni substation while the marketing funds and any additional redevelopment transfer remain under review. The committee said it will expect follow-up information about the potential $675,000 transfer before releasing the rest of the funds.
