The Budget & Finance Committee considered a resolution to adopt California Environmental Quality Act (CEQA) findings, approve a mitigation monitoring program and a statement of overriding considerations, and authorize agreements and deeds required for the San Andreas Pipeline No. 3 installation project.
Julie Levante, director of the Water System Improvement Program, described the project as a new 4.4‑mile, 36‑inch pipeline to replace a more than 100‑year‑old abandoned pipeline and said the Planning Commission certified the project EIR on April 2. She summarized the alignment (from San Pedro Road in Daly City to Slott Avenue in San Francisco), said environmental impacts would be mitigated except for temporary localized construction noise in three areas, and noted bids had already been received with a planned contract award on June 23.
Levante said there were very few comments on the EIR ("less than 10") and no private‑citizen comments of consequence during the review period she recalled. The committee opened the item for public comment and received none. Members asked about the locations that generated the most public comment; Levante said there were minimal comments and described plans to use jack‑and‑bore methods at major road crossings to minimize traffic impacts.
The committee moved the resolution forward with recommendation and without objection to the full Board for final action. The item includes authorization for the SFPUC general manager to execute necessary agreements and deeds with property owners and developers along the alignment.
Next steps: the committee forwarded the CEQA resolution and associated real‑estate actions to the Board of Supervisors; a construction contract award was anticipated June 23, per the presentation.
