Supervisors forward Board of Appeals fee increases and surcharge adjustments to full Board

The Budget and Finance Committee on June 3 heard a presentation from a department representative proposing inflation-indexed increases to Board of Appeals filing fees and corresponding adjustments to administrative-code surcharges.
Miss Goldstein told the committee most filing fees for appeals had not been updated in decades. "Of the 12 different fees, 10 of them haven't been increased since 1992. 1 has not been increased since 1989, and the final 1 has not been increased since 1999," she said. The proposal applies a rate-of-inflation adjustment to bring fees to 2008 levels; examples cited included increasing a 1999 fee from $75 to $100 and raising a $100 fee to $175. Goldstein also said the revenue stream from filing fees is down "about 40%" this year and that surcharges — levied on permit fees charged by several departments — likewise need adjustment to restore projected revenue.
Budget analyst Mr. Rose summarized the analyst report and said it described the Board of Permit Appeals fees with schedules of current and proposed rates. He told the committee the mayor's budget is predicated on approval of these fees and recommended the committee treat the matter as a policy decision for the full Board to consider.
Public comment on the two items was not offered. Chair Supervisor John Avalos asked whether the committee could move items 3 and 4 to the full Board separately; the committee agreed and forwarded both items to the full Board with recommendation.
The ordinances presented would (1) amend the San Francisco Business and Tax Regulations Code to increase specified filing fees for the Board of Appeals and (2) submit a section of the San Francisco Administrative Code to adjust surcharges on permit and license fees imposed by multiple departments for permits and licenses appealable to the Board of Appeals.
Next steps: the committee forwarded the ordinances to the full Board of Supervisors for consideration; the record here does not include a final vote tally at the full Board. The Board's budget analyst materials contain the detailed fee schedules and projected revenue impacts.
