Committee forwards Greater Rincon Hill CBD resolution after organizers meet petition threshold

A resolution of intent to establish the Greater Rincon Hill Community Benefit District (CBD), authored by Supervisor Jane Kim, was advanced by the Land Use and Transportation Committee on June 1 with a positive recommendation to the full Board of Supervisors.
Chris Eitano of the Mayor’s Office of Economic and Workforce Development presented the management plan and engineer’s report, describing a proposed FY2015 budget of roughly $2.47 million funded primarily through property assessments, services focused on public safety, cleaning and maintenance, parks and green space, and communications, and a proposed 15‑year term for the district. Presenters said 292 petitions had been submitted, representing 33.25% weighted support — surpassing the 30% threshold required to proceed — and that ballots would be mailed to property owners with a ballot count scheduled for July 28.
Supporters from the neighborhood steering committee and nearby residents told the committee the CBD would fund maintenance for new parks and sidewalk infrastructure, support neighborhood activation and identity, and help the Transbay/Transbay Park area transition to a denser mixed‑use neighborhood. Speakers included steering committee members and representatives of property‑owner and resident groups who described outreach efforts and the CBD’s staffing and service plans.
Supervisor Kim moved to forward the resolution as a committee report with a positive recommendation; the committee agreed and advanced the item to the Board for consideration. If the Board approves the resolution of intent and a majority of ballots returned favor formation, assessments would begin in January 2016 per the management plan.
