Subcommittee forwards $3M HUD lead-hazard grant to full board with retroactivity amendment

The Budget & Finance Subcommittee voted May 6 to forward to the full Board a resolution authorizing the Mayor to accept and expend a HUD lead hazard control grant of up to $3,000,000. The Mayor’s Office of Housing explained the program targets remediation in low-income housing where children face elevated lead exposure risk and that the stimulus allocation should allow the city to clear roughly 160 units.
The Mayor’s Office of Housing described the program model: collaboration with the Department of Public Health and nonprofit partners, a list of prequalified contractors licensed under California law to perform lead-abatement work, and an outreach line item ($150,000) to support nonprofits for education and tenant outreach. The federal grant period began April 1, with a 24-month spending requirement and an obligation to spend 50 percent within the first 24 months of the grant period, the presentation said.
Budget Analyst Harvey Rose recommended approval with a minor technical amendment for retroactivity to April 1; the committee approved the recommendation and moved the item to the full Board with recommendation as amended.
