A planning department presenter described a "parking flexibility ordinance" intended to loosen strict minimum parking requirements for new construction and to let property owners convert or reconfigure existing parking. The presenter said the ordinance will allow above-ground accessory parking to count toward gross floor area (GFA) — while leaving principally permitted underground parking exempt — and would encourage developers to locate parking underground and activate ground floors as retail or housing.
The ordinance further allows required off-street parking in RM districts to be located anywhere within 600 feet, gives the zoning administrator authority to administratively remove obsolete off-street parking requirements, and exempts buildings from minimum parking if their sole street frontage is a bike path or dedicated transit lane. The presentation noted a temporary grandfathering provision for projects already in the Van Ness planning/ SUD pipeline. The presenter said the planning commission unanimously passed the legislation on Feb. 26.
Chair Cohen moved to public comment; none were heard. Supervisor Kim moved to forward Item 2 with a positive recommendation and Supervisor Scott Wiener seconded; the motion passed unanimously.
