Rules Committee forwards several mayoral and supervisory appointments to full Board

The Rules Committee on Oct. 18 moved several mayoral and supervisory appointments to the full Board with positive recommendations.
The committee advanced the mayor’s appointment of Kenneth Bukowski to the successor agency oversight board (Office of Community Investment and Infrastructure, OCII). Bukowski told the committee he has roughly 15 years’ experience in San Francisco government and described the oversight board’s fiscal responsibilities. He said the current recognized obligation payment schedule (ROPS) is “about $525,000,000” and that the oversight board’s duties include approving that budget and changes to enforceable contracts that must go to the State Department of Finance.
OCII Executive Director Nadia Sasseh explained the distinction between the oversight board (which handles fiscal approvals under state law AB 26) and the OCII commission (which conducts day‑to‑day operations and land‑use authority). Committee members asked about remaining project areas; speakers identified Transbay, Mission Bay and the Shipyard as the principal remaining project areas under winding down.
The committee also forwarded the mayor’s appointment of Lisa Motoyama to the oversight board; Motoyama described her work in the Mayor’s Office of Housing and Community Development and her role on HOPE SF housing initiatives. Other items advanced by the committee with positive recommendations included appointments of Supervisor Jane Kim to the City College Finance Assistance Fund Oversight Committee, reappointment of Supervisor Melia Cohen to the California State Association of Counties, and appointments naming Supervisor Sandy Lee Feuer to the Golden Gate Bridge, Highway and Transportation District and to the Children and Families First Commission (Feuer recused herself from the two items as recorded).
Public comment on several items included criticism of redevelopment and calls for greater community engagement; one commenter urged the mayor to appoint community‑based representatives rather than agency insiders. Each of the appointments will appear on the Oct. 24 full Board agenda for final action.
