Rules Committee waives residency and appoints three to Child Care Planning and Advisory Council

Kelly Dotson, an incumbent parent representative and JCC site director, told the committee she is focused on workforce retention, teacher wages and expanding out‑of‑school‑time programming. Commissioner Norman Yee and others asked about the council’s priorities; Dotson said 0–3 access, teacher recruitment and affordability top the list.
Mona Milan, a staff member at Children’s Council of San Francisco, described long experience with early‑care subsidies and the city’s early learning scholarship transition. When asked how much more funding CPAC needs to expand access and build workforce capacity, Milan replied, "We'd we'd love $20,000,000." Supervisor Yee indicated he would request a residency‑waiver for Milan to fill the District 7 seat.
Claudia Quinones, the District 11 nominee, drew attention to waiting lists for infants and toddlers and the need to ensure access for special‑needs children and high‑priority families.
Supervisor Norman Yee moved to waive the residency requirement for Milan and to appoint Dotson (Seat 1), Milan (Seat 7) and Quinones (Seat 11) to CPAC; the committee passed the motion and forwarded the appointments with a positive recommendation.
The committee emphasized workforce retention, affordable housing and wage strategies for teachers, and several supervisors said CPAC can help coordinate workshops and outreach on those issues.
