Rules Committee recommends multiple appointments to Assessment Appeals Board; administrator outlines board roles

The Rules Committee on Sept. 27 forwarded positive recommendations to the Board of Supervisors for multiple appointments to the Assessment Appeals Board No. 1 and for an alternate to Board No. 2.
Several applicants introduced themselves and described relevant experience: Edward Kapania and Richard Lee detailed many years as alternates or hearing officers; Diane Robinson cited long service and commercial appraisal experience; Scott Spertzel described his background as a certified public accountant and certified fraud examiner with eight years as an alternate; and Elizabeth Zadeh noted litigation and real‑estate experience and bilingual ability.
Dawn Duran, the Assessment Appeals Board administrator, explained the boards’ jurisdictions and operations: Board 1 hears most appeals and possessory interest appeals, Board 2 is limited to properties valued at $50,000,000 and under and cannot hear possessory interest appeals, hearing officers hear many single‑family cases, and Board 1 typically meets about three days a week. "Board 1, has a jurisdiction to hear all property appeals filed with the board," Duran said.
After discussing seat assignments and the rotation order for alternates, a supervisor moved to recommend Diane Robinson to seat 3, Richard Lee to alternate seat 7, Scott Spertzel to seat 2 and Edward Campagna/Campania to seat 5; Chair Asher Safai announced the motion carried without objection. The committee also recommended an alternate appointment to Assessment Appeals Board No. 2 (seat 8) without objection.
The committee’s positive recommendations will be considered by the full Board of Supervisors at a subsequent meeting.
