Subcommittee approves transfer of Dolores Hotel to nonprofit affiliate for transitional housing

The subcommittee approved forwarding to the full Board a resolution authorizing the sale of the Dolores Hotel at 3537 Woodward Street to Dolores Hotel LLC, an affiliate of Dolores Street Community Services, to operate rehabilitated space as transitional housing for homeless individuals and high-cost users.
Joel Lipsky from the mayor's Office of Housing said the developer was selected through an RFP and the city plans to provide funds for rehabilitation and long-term operating support via the Department of Public Health. Budget analyst Harvey Rose summarized the fiscal terms: the buyer will assume a $250,000 state loan the city currently holds related to the property, the city plans to cancel an existing $1,450,719 debt owed by Mission Housing Development Corporation, and the city will receive $6,000 in closing costs. Rose said the city expects to contribute roughly $3 million for renovation and that DPH would provide about $300,000 annually in operating subsidies and client referrals.
Rose recommended the committee amend the resolution to require that any monies realized by a future sale of the property be applied first to reimburse the city for rehabilitation and renovation costs provided by the city. The mayor's office indicated it agreed with that recommendation.
The committee voted to move the item forward with the budget analyst’s recommendation integrated into the resolution. The full Board will receive the resolution and associated documents for final approval and any necessary agreements and conveyances.
