Land Use Committee recommends retroactive extension of Mission Bay access agreements

The San Francisco Board of Supervisors Land Use Committee on March 24 recommended that the full Board retroactively extend two temporary access-and-use agreements covering street and public-infrastructure improvements at Seventh and Mission Bay.
Department of Public Works staff member Deborah Moy told the committee, “What you have before you today is a request to extend an existing license for the use of an intersection in Mission Bay at Seventh And Mission Bay,” explaining the director of public works has determined the project is complete and staff needs additional time to process acceptance paperwork. Moy said the two agreements — one with a developer identified in the presentation as Fossil and a second with Alexandria Real Estate Equities — expired and require a retroactive extension through July 31, 2015 while the acceptance process proceeds.
Supervisor Jane Kim asked whether staff were confident conveyance to the city could be completed by that date; Moy said staff were “pretty confident” they would get the paperwork in time and would return to the committee if further extension were required.
There was no public comment on the item. Supervisor Keene moved to forward the matter with a positive recommendation to the full Board, and the committee accepted the motion unanimously. The committee report will go to the full Board for final action.
The item was procedural: staff requested a short, retroactive extension to allow acceptance and conveyance paperwork to be completed and to permit the city to accept the completed streets and infrastructure. If acceptance paperwork is not ready by the extended date, staff said they would return to the committee for further action.
