Rules Committee approves police appointments to BayRICS regional radio authority

The San Francisco Rules Committee on Sept. 13 voted to appoint Police Chief William Scott to the Board’s public-safety seat and Lieutenant Michael Dealey as his alternate on the Bay Area Regional Interoperable Communications System Joint Powers Authority (BayRICS JPA). The clerk introduced the item and Anne Kronenberg, director of the Department of Emergency Management, framed the authority’s role in overseeing regional public-safety radio interoperability.
Chief William Scott told the committee that regional communications infrastructure and the planned 800‑megahertz radio replacement are critical to the city’s ability to prepare for and respond to incidents. “The collaboration and interagency communications piece is huge in terms of our responses,” Scott said, describing ongoing budgetary and infrastructure needs and the importance of having a chief-level seat at the table.
Lieutenant Michael Dealey, who has participated in BayRICS planning and meetings for several months, said he looks forward to representing the city and county on the JPA. The committee received no public comment on the item.
A supervisor moved to appoint Scott to seat 1 and Dealey to seat 2 with a positive recommendation; the motion carried and the appointments were ordered to move forward. The committee did not record a roll‑call vote for this item.
The BayRICS JPA was created to coordinate interoperable radio systems across the Bay Area; BayRICS and city presenters emphasized continued coordination, procurement and budgeting challenges for the 800 MHz replacement project. The committee’s approval sends the nominations to the full Board of Supervisors for consideration at the board’s next regular meeting.
