Subcommittee backs TSA-funded Terminal 2 explosives detection matrix, airport to cover roughly 10%

The Budget and Finance Subcommittee on April 8 recommended the Board approve an authorization for the airport to retroactively negotiate and execute an "other transaction agreement" with the Transportation Security Administration (TSA) and accept and expend up to approximately $15,800,000 in federal stimulus funds to support a Terminal 2 inline explosives detection matrix.
Chair Supervisor John Avilos introduced Cathy Weidner of the San Francisco Airport. "Traditionally, it would come out of our TSA or FAA airport improvement program funds," Weidner said, but the stimulus reimbursement formula allows the airport to capture a larger share so the airport's responsibility would be about 10% instead of the usual 25%. Weidner told the committee the full matrix build-out is estimated at about $17,200,000, and the airport's share is approximately $1,700,000. The proposal would also permit transfer of ownership of four surplus CTX machines back to the TSA.
Budget analyst Mr. Rose noted that Turner Construction Company held the competitively awarded contract and that Siemens was subcontracted for baggage handling. He also raised a projected annual maintenance cost of about $2,400,000 that the airport will seek in future operating budgets.
Supervisor Carmen Chu asked whether TSA funding had been anticipated; airport staff said the matrix was part of Terminal 2 renovation planning but the TSA stimulus funds were a favorable funding source. The airport explained retroactive authority would allow reimbursable costs to be captured back to March rather than the signing date.
Public comment was closed with no speakers. The committee moved the item to the full Board with a recommendation.
