Rules Committee advances appointments to advisory boards, shelter monitoring and community committees

Other appointments approved by the Rules Committee and advanced to the full Board included:
- Mary Kay Chin to the Bicycle Advisory Committee (seat ending 11/19/2016). Chin, a Tenderloin resident and co‑founder of the San Francisco Yellow Bike Project, emphasized Vision Zero, safer infrastructure and equitable bike access. The committee approved her appointment.
- Diane Lawrence to the Commission on Aging and Adult Services (term ending 02/01/2018). Lawrence described legislative work, senior‑site visits and concerns about accessibility, elder fraud and the growing senior population; the committee confirmed her reappointment.
- Two seats on the Citizens Committee on Community Development were filled after hearing applicants and public endorsements: Megan Rohrer and McQuill (McQuell) Penn were advanced with positive recommendations. Applicants highlighted experience in homeless services, workforce development and affordable‑housing outreach.
- Six reappointments to the In‑Home Supportive Services Public Authority were forwarded with positive recommendations. Applicants and reapplicants emphasized consumer‑directed care, respite needs for elderly homeless clients, coordination with hospitals and the authority’s role in supporting independent living.
Committee members repeatedly noted the practical value of appointing residents with direct experience in the programs they will oversee. Several supervisors urged appointees to use their positions to bridge communities across neighborhoods and to maintain outreach to neighborhoods beyond their home districts.
All of the appointment items were advanced as committee reports for consideration by the full Board of Supervisors at upcoming meetings; the committee recorded motions and took the votes without objection in most cases.
