Emma Kelsey, who said she works at LendUp and has a master’s degree in policy from Stanford, emphasized interest in affordable family housing, community integration for Potrero Terrace and Annex residents and financial counseling tied to housing access. Clint Lofman described more than 25 years of experience in affordable housing development and program finance at the Oakland Housing Authority.
Supervisors questioned both candidates about local priorities and the possible elimination of the federal Community Development Block Grant (CDBG) program. Lofman said losing CDBG would be "devastating" for many cities and urged identifying alternative funding sources; Kelsey said the city should seek other funding if federal support were reduced and emphasized constrained resources would force prioritization.
A motion to recommend Mr. Lofman and Ms. Kelsey to the full Board was approved by the committee "without objection." The clerk indicated the appointments and seats by number when forwarding the recommendations.
