Rules Committee forwards multiple supervisor appointments, including veterans officer, to full board

The Rules Committee of the San Francisco Board of Supervisors on Jan. 26 unanimously forwarded a series of appointments to the full Board, recommending supervisors and nominees to regional boards, commissions and local advisory bodies.
The committee, chaired by Supervisor Asha Safaie, recommended Supervisor Norman Yee for a two-year term on the Association of Bay Area Governments Executive Board and recommended a set of four supervisors for the Golden Gate Bridge, Highway and Transportation District, among other appointments. The committee also recommended Supervisor Hillary Ronan for seats on both the Bay Area Air Quality Management District and the Local Agency Formation Commission; advanced a Metropolitan Transportation Commission nomination; and forwarded a District 5 nominee to the Parks, Recreation and Open Space Advisory Committee.
Why it matters: these recommendations shape which members of the Board of Supervisors will represent San Francisco on regional agencies that oversee transportation, air quality, land-use coordination and the Golden Gate bridge district — all of which return to the full Board for final confirmation on Feb. 7, 2017.
What happened: the clerk opened each item, the committee considered public comment where present and then moved, seconded and approved recommendations to forward the names with positive recommendations. Public testimony was brief and supportive for several nominees. The committee also recommended Dorian J. Carr for confirmation as County Veterans Service Officer; department leadership described moving the Veterans Service Office into the Department of Aging and Adult Services and said Carr’s prior county experience was a chief reason for support.
Notable remarks and context: Supervisor Norman Yee described the Reentry Council appointment as important to addressing what he characterized as the “school-to-prison pipeline,” citing visits to local facilities and an observation that roughly 60 percent of those inmates attended San Francisco public schools. Department head Shereen McSpadden, endorsing the CVSO nomination, said placing the County Veterans Service Office within Aging and Adult Services will help coordinate veterans benefits and expand services to older veterans and people with disabilities.
What’s next: all committee recommendations will be placed on the Board of Supervisors agenda for Feb. 7, 2017, where the full Board will take final action on confirmations and appointments.
